1950年,淮河大水引起党和政府的高度重视。10月14日,中央人民政府政务院作出了《关于治理淮河的决定》,确定了“蓄泄兼筹”的治淮方针。为加强治淮的统一领导,贯彻治淮方针,中央决定在原淮河水利工程总局的基础上成立治淮委员会。11月,治淮委员会在安徽蚌埠市正式宣布成立。1951年5月,毛泽东主席发出“一定要把淮河修好”的伟大号召,一场声势浩大、规模空前的治淮高潮在淮河流域迅速掀起。1958年7月,经中央书记处批准,治淮委员会被撤销,治淮工作交由流域四省各自办理。
In 1950, Huaihe River caused great attention by the party and government. On October 14, the Central Government, the State Council, made a “Decision on the Huaihe River Control,” and set forth the policy of “treating both the reservoir and the reservoir”. In July 1958, with the approval of the Central Secretariat, the Huai-Huai Commission was canceled and the Huai-Huai task was handled by the four provinces in the basin respectively.
