回顾大庆档案工作的发展历程可看到,促使大庆档案工作管理水平的提高和发展有诸多因素,其中一个重要的因素,就是不失时机地制定出台相应的有关档案管理的规范性文件,使档案管理工作沿着法治的轨道,得以健康、迅速的发展。1985年6月,为了进一步加强文书立卷归档工作,市档案局组织人员对全市进行一次规模较大的检查。在检查中,检查人员不时的和被检查人员产生分歧,统一不了。原因在于当时对立卷归档各个环节的规定比较茏统,操作性不强,加之文档人员素质参差不齐,致使认识不一,做法不同,案卷质量存在不少同题。主要表现在文书档案和科技档案区分不清;编号方法不一致;组卷的顺序不同;分类的方法不一样等方面。针对这些同题,市档案局于9月份抽调近20名挡案方面的行家里手,对检查出来的问题查原因、梳辫子、统一思想。一致认为,问题的发生和出现,主要原因是全市档案管理无章可循,没有规范性文件制约全市档案工作,协调做法,致使档案管理方法不同、标准不统一。由于认识一致,思想统一,便着手编制《大庆市文书立卷

In June 1985, in order to further strengthen the work of filing and filing documents, the Municipal Bureau of Archives organized a large-scale inspection of the city. In the inspection, inspectors from time to time and the inspectors have differences, can not unify. The reason is that at that time, the regulations on all aspects of archival filing were rather poor and the operability was not strong. In addition, the quality of document staff was uneven, which led to different understandings and different approaches. There were quite a few problems with the quality of archives. Mainly manifested in the indistinct distinction between the files of the instruments and the files of science and technology; the inconsistent numbering methods; the different order of the group examination papers; the different methods of classification. In response to these same questions, the Municipal Bureau of Archives drafted nearly 20 experts in block cases in September to find out the reasons for the problems checked out, combing their brains and unifying their thinking. They agreed that the main reason for the occurrence of the problem was that the archives management in the whole city was out of control and there was no normative document restricting the archives work and coordination of the whole city, resulting in different methods of archives management and inconsistent standards. As a result of common understanding and unity of thinking, they started to compile the “Daqing City Document Rolling.”
