1999年底,澄迈县政府决定兴建南浙水库,瑞溪镇仙儒村委会的南浙、仙儒、坡尾和新吴镇的面前坡村的部分田地将受到影响无法耕作。由于有关部门对一些事关群众切身利益的问题没有解决好,致使仙儒、坡尾、面前坡村的村民产生严重的对立情绪。村民不仅上工地阻拦工程施工,还聚众到县、省里上访,仙儒村一时成了当地有名的上访村。
At the end of 1999, the Chengmai County Government decided to construct the Nanzhe Reservoir. Some fields in the front slope villages of South Zhejiang, Xianru, Powei and Xinwu Township in Xianxiu Village of Ruixi Town will be affected and unable to cultivate. As the relevant departments did not solve the problems concerning the vital interests of the masses, the villagers in Sinhu, Po Mei and the front slope villages had serious antagonistic sentiments. The villagers not only blocked the construction site on the site, but also gathered people to counties and provinces to petition. Xianru Village became a well-known petitioner in the village.
