近几年在我国高等级公路建设施工中引进了菲迪克管理模式,其中聘用工程监理制度是实施管理的主要内容之一。实践证明推行工程监理制度,通过监理服务能够更有效地实施业主对承包商的监督和管理,便于经济调控和互相制约。由于监理工程师受雇于业主,对工程实施全过程独立地进行现场监督和指导,更好的实现了项目监理的职能,从而使三级质量保证体制得以具体实施,对促进施工企业的管理向现代化高水平方向发展有深远的意义,是行之有效的管理方式。
