Lying to the south of the weste extension of the Changan Avenue, the artery of communication that runs through the breadth of central Beijing,Lugu area has come into the national limelight for pioneering a string of reforms aimed at promoting grassroots democracy in Chinese cities. Since the "Lugu Community" came into being in April 2004,some 6,000 visitors in 300 groups have come for a first hand knowledge of its experiences. Included are groups from 13foreign countries-the United States,Britain, Japan, France, Germany, the Republic of Korea, to cite just some.
