随着气象事业的不断发展,气象行政许可审批及行政执法工作越来越受到重视,该工作的复杂性主要表现在气象的特点,以及执法过程中涉及的主体和对象众多,从而带来了管理的难度,因此,建立相关信息的监管系统显得迫在眉睫。在文章中,笔者主要从气象行政的相关内涵入手分析,阐述气象行政和气象行政执法过程中的关系、涉及的对象,以及对行政机构的责任制实现方式进行探讨;这些对象与关系为监管系统的实现提供了重要的数据因子,在此基础上就如何构建监管系统设计和实现进行了探讨。
