With the development of navigation satellite systems and the improvement of aircraft performance, it is historically inevitable that new technologies will provide more accurate navigation and lower operating standards than traditional procedures. However, the advanced core technology has been monopolized by foreign countries. China Civil Aviation is brave in taking on the historical responsibility and striving to overcome technical difficulties. It has achieved success after road in the PBN technology independent research and development. At the 36th Assembly in September 2007, ICAO formally requested Contracting States to fully transition from traditional land-based navigation and flight modes to PBN operating modes in a globally harmonized manner by 2016, and all countries in the world have accelerated PBN construction pace.
