我国国企对职工的管理,过去实行的是“终生制”。职工在国企工作时,由国企管理;职工退休后,仍然要由原国企管理。国企要为退休人员支付养老金,报销医药费,逢年过节要上门慰问,生病要探望,退休人员遇到生活困难要帮助解决,去世也由原企业送终、支付丧葬费。为此,国企一般都建立了退休管理委员会,具体负责退休管理工作。但是,由于国企特别是老的大中型国企,退休人员多,负担很重,牵涉不少人力和财力,影响了国企的发展。随着国企改革的深化,这种状况将会得到改变。
The management of workers and staff in state-owned enterprises in our country was implemented in the past as a “life-long system.” When the staff and workers work in the state-owned enterprises, they are managed by the state-owned enterprises; after the workers retire, they still have to be managed by the former state-owned enterprises. State-owned enterprises should pay retirees pension payments, reimbursement of medical expenses, holidays greetings home visits, illness to visit, retired staff encounter difficulties in life to help solve the death also by the original business to pay the funeral expenses. To this end, state-owned enterprises have generally established a retirement management committee, in charge of retirement management. However, due to the large number of state-owned enterprises, especially the large and medium-sized state-owned enterprises with old age, and heavy retired personnel, they involve a lot of manpower and financial resources and affect the development of state-owned enterprises. With the deepening of SOE reform, this situation will be changed.
