森林资源是检验森林经营效果最重要的标志之一,是研究林业发展战略,优化林业生产结构,制定林业生产规划、计划,编制森林经营方案、年森林采伐限额的重要依据。 我区自1960年以来,先后进行过多次全区性的森林资源二类调整和森林资源连续清查,其调查成果对促进我区林业生产建设无疑起到了应有的作用。但由于森林资源管理制度不够完善,曾经一度查清了的森林资源又出现了“一年清、二年变、三年乱”的被动局面,陈旧的森林资源数据已经失去了继续指导林业生产建设的意义。
