英国著名学者弗里曼提出了国家创新系统的概念后,各国学者研究证明了国家创新系统在提高国家的科技水平、经济发展水平及综合国力方面起着关键性的作用。作为科技创新系统核心的R&D活动,在经济发展中具有基础性、决定性的意义。本文拟通过对江苏各地区R&D活动的资源、投入、产出指标进行分析并与京、沪、鲁、粤、陕等省市的对应指标相比较,试图总结R&D活动发展的经验与教训,探讨适应江苏R&D发展及促进江苏经济发展的对策,为制定江苏经济发展政策提供参考。
After the famous British scholar Freeman proposed the concept of national innovation system, scholars from various countries have proved that the national innovation system plays a key role in improving the country’s level of science and technology, level of economic development and overall national strength. As the core of science and technology innovation system R & D activities in the economic development has a fundamental and decisive significance. This paper attempts to analyze the resources, input and output indicators of R & D activities in various regions of Jiangsu Province and compare them with the corresponding indicators in Beijing, Shanghai, Shandong, Guangdong and Shaanxi provinces, and try to summarize the experiences and lessons learned from the development of R & D activities. To adapt to the development of Jiangsu R & D and promote the economic development in Jiangsu, provide reference for the development of Jiangsu’s economic development policy.
