Hangzhou Hi-tech Industrial Development Zone was founded in March 1990. In March 1991, the State Council officially approved it as a national high-tech zone. Binjiang District was approved by the State Council in December 1996 and was formally established in June 1997. Hangzhou Hi-tech Development Zone (Binjiang) has a total area of 85.64 square kilometers and consists of Jiangbei block, Jiangnan block and Xiasha block. Located in the center of the old city, 1.44 square kilometers of Jiangbei block has become a “big incubator” with entrepreneurial service centers, professional incubators, innovation bases, and comprehensive social intermediary services. It has cultivated more than 1,100 people.
