旅检口岸现行的采用自主申报与抽查相结合的方式是比较适合的检疫查验方式,但申报和抽查脱节,普遍存在瞒报问题,失去了申报的意义,疫情风险没有得到有效控制。应将自主申报和随机抽查结合起来,加大对瞒报、随意不实申报的处罚力度;同时,探讨行之有效的办法,逐步完善查验手段,有效降低因旅客携带违禁物品进口而造成传染病疫情传播及外来生物入侵的风险。同时,还要进一步完善法律法规,制定保障法律法规能够得以落实以及保护执法人员正常开展工作的有效措施,以维护法律的尊严和权威。
