一、制定《制革行业规范条件》的背景和意义改革开放以来,伴随我国居民生活水平提高和消费需求提升,制革行业快速发展,我国已经成为世界制革生产大国。但是,在产业快速发展过程中,长期积累的一些深层次的问题日益凸显,行业结构性矛盾突出:一是制革生产集中度较低,企业规模小、数量多,淘汰落后生产能力任务较重;二是节水减排任务艰巨,部分企业污染物排放超标,污染治理投入不足;三是企业自主创新能力不强,皮革产品在国际市场上处于价值
