今年4月中旬,广州市人大预算计划监督会议召开。在今年的工作安排中,笔者注意到其较大篇幅讲到了要进一步加强对政府财政支出绩效的监督。广州市人大预算委员会是在去年的市十四届人大五次会议成立的,属全国首创,是全国和地方各级人大中,首个以预算审查监督为唯一职能的专门委员会。事实上早在2012年10月,广州市人大常委会就成立了预算工作委员会,而新成立的人大预算委员会可称为预算工委的升级版,它是由市人民代表大会全体会议选举产生的专门委
In mid-April this year, the Guangzhou Municipal People’s Congress budget planning and supervision meeting was held. In this year’s work arrangement, I noticed that the larger part of it mentioned the need to further strengthen supervision of the performance of government expenditures. The People’s Congress of Guangzhou Municipality was established by the Fifth Session of the 14th NPC in last year and is the first in the country. It is the first specialized committee of people’s congresses of all levels at national and local levels to exercise the responsibility of budgetary examination and supervision as its sole function. In fact, as early as October 2012, the Standing Committee of the Guangzhou Municipal People’s Congress set up a budget work committee. The newly formed NPC budget committee can be called an upgraded version of the Budget Working Committee. It is elected by the plenary session of the Municipal People’s Congress Specialized committee
