1982年2月8日.承德成为我国第一批历史文化名城.1996年6月.河北省人民政府批准《承德市城市总体规划(修改)》(1996).在对总体规划的批复中.省政府要求我市“进一步搞好城市总体规划深化工作.尽快编制历史文化名城保护规划”.根据《城市规划编制办法》和省政府的要求.正确处理城市发展与保护的关系.加强承德历史文化名城的保护工作.2002年5月.我市开始着手编制《承德历史文化名城保护规划》.2003年4月9日.承德市人民政府市长常务会通过了《承德历史文化名城
