“十五”期间,江西省科技工作必须紧密围绕经济结构战略性调整,按照“创新、产业化”的指导方针和既定的发展目标,从省情出发,坚持“自主创新与引进技术相结合”和“实现技术跨越”的发展战略,促进全省产业技术升级和提高科技持续创新能力。一是在具有优势的技术领域开展自主创新的同时,更为积极地吸收国内外先进技术成果,加强消化、吸收和创新,提升传统产业技术水平以及在高新技术领域培植新的经济增长点;二是在加强产业技术装备水平跟踪提高的基础上,对具有资源、人才等优势的产业,大胆实施高起点的技术跨越,实现超常规发展。要实现这样的发展战略,推动全省“十五”科技工作取得新的突破,必须以创新为主线,切实加快“五个创新”。

In order to achieve such a strategy of development and to promote new breakthroughs in science and technology work during the “Tenth Five-year Plan” in the province, we must take innovation as the main line and effectively accelerate “five innovations.”
