奉中央人民政府内务部内优字第七十三号通令:「查各地近有筹建或兴建烈士陵园、碑塔者,为纪念革命先烈,教育群众,此举固属必要,但在目前财政困难的条件下,应从缓进行」。为此,根据本省各地烈士碑、塔的修建情况,经请示中央批准:除临沂烈士碑、塔继续完成并将工作情况、所需费用等画面报省转报中央人民政府外,其他各地之烈士碑、塔修建一律暂停。希各地即遵照执行不要!此令
