On July 24, 2017, the U.S. Defense News website published an article entitled “Japan’s National Defense Research Lost in Defense Reforms,” saying that since Japan’s Ministry of Defense launched the procurement, technology and logistics of over 1,800 people in October 2015, (ATLA) has been working to rationalize its procurement process and promote private sector research and development. In response, the Ministry of Defense has launched a plan to focus more funds on Japanese researchers and allocated a budget of 300 million yen (2.7 million U.S. dollars) to the plan in 2015. Japan’s Defense Ministry wants to establish a core among Japan’s academic departments
