运用方向性距离函数和Global Malmquist-Luenberger指数将能源、人力资本与环境因素纳入环境全要素生产率测度与分解框架中,评价我国2000~2009年各省(自治区、直辖市)的环境效率、环境全要素生产率变动及其分解因子,并与当期Malmquist-Luenberger指数及未考虑非期望产出时Malmquist指数得到的结果作了对比分析。测算结果表明:环境无效率普遍存在,且在省之间的分布差异较大;环境全要素生产率的增长及省际差异都主要源于技术进步和技术规模变动,纯技术效率和规模效率则出现不同程度的恶化;如不考虑非期望产出,全要素能源效率的增长显著地低于环境全要素生产率的增长,东部地区的环境全要素生产率和全要素能源效率均高于中西部地区;当期生产技术下的环境全要素生产率普遍低于全局生产技术下的测算结果,并具有统计显著性。
