Medical reform requires listening to the opinions of the people. In September 2006, with the approval of the State Council, a coordinating group for the reform of the medical system consisting of 11 national ministries and commissions has been established. Ma Kai, Director of the National Development and Reform Commission, and Gao Qiang, Minister of the Ministry of Health, are the two team leaders.
