森林资源监督部门是国家为有效保护和利用森林资源在林业行业设置的重要机构,但当前实际运行中尚存在体制不顺、工作程序不够规范、队伍素质不能完全满足工作需要、缺乏制约手段等实际问题,因此应采取理顺体制和工作程序、明确监督管理职能、提高监督管理干部队伍素质等措施完善监督机构,真正代表国家行使行政执法职能。
