9月15日,学习贯彻《国务院关于预防生产安全事故的特别规定》和《国务院办公厅关于坚决整顿关闭不具备安全生产条件和非法煤矿的紧急通知》(以下简称《特别规定》和《紧急通知》)专家座谈会在北京召开。这是国家安全生产监督管理总局为了进一步宣传贯彻好国务院两个重要文件组织召开的第一个座谈会。国家安全生产监督管理总局局长李毅中参加会议并讲话,王德学副局长主持了会议。会上,参与编写《特别规定》《紧急通知》的国务院法制办秘书行政司司长胡可明、最高人民检察院渎职侵权检察厅副厅长王教生、国务院法制办工交司司长赵晓光、工交司副司长董超洁、国家煤监局事故调查司司长商登莹、中国地质大学工程技术学院院长罗云、北京科学技术研究院副院长丁辉、国家安监总局政法司副司长石少华、中国社科院法学所律师王科峰以及国家安监总局研究中心主任郭云涛等,先后对《特别规定》和《紧急通知》作了解读。
