The “Agapar II Speech” coined by the Jewish author Flavius Josephus of the first century AD reflects the author’s own displeasure over the Roman Empire and the “peace under Roman rule.” Josephus’s contradictory statements about the Roman Empire actually reflect the general psychology of the elite in the era of pre-nationalism that the stable social order is more important than the freedom of the motherland.
