“四区两带一线”发展战略是青海省经过多年来的探索与实践,根据省内各地发展要素禀赋差异大、发展基础不同,区域协调发展问题表现突出的省情所提出的区域发展新思路.其中“沿湟水发展带”为青海省主要的人口聚居区,集中了全省70%以上的人口,是全省政治、经济发展的中心,也是“四区两带一线”区域发展战略的重心,此发展带县域经济的发展关系到“四区两带一线”发展战略的成败.本文以沿黄河发展带内海东四县(平安、乐都、互助和民和)为例,探讨了县域经济的健康发展的对策.“,”'Fourth District,with two first-line deve lopment strategy is the new regional development idea according to many years' explore and practice in Qinghai province,according to factor endowment differences across the province in the development of large,developing a different basis,the performance of regional development issues raised by prominent situation in the province of regional development of new ideas.'Development Zone Alone Huangshui is the main population centre in Qinghai Province,which is above 70%of the whole province.It is the centre of the political and economic development of Qinghai Province;and it is the centre of the 'Fourth District,with two first-line regional development strategy.It is related to the success of 'Fourth District,with two first-line development strategy.This article is discussing the measures to the healthy development of regional economy in the Haidong four counties along the yellow river development zone(Pingan,Ledu,Huzhu and Minhe).
