党的十六届四中全会提出:“发展党内民主, 是政治体制改革和政治文明建设的重要内容”,要“坚持和完善民主集中制,以发展党内民主带动人民民主”。认真学习党的十六届四中全会精神,结合党建工作实际和执政实践,使我们深深感到:发展党内民主是提高党的执政能力,坚持科学执政、民主执政、依法执政的必要前提。对于地方党组织来讲,要充分发展党内民主,就必须把地方党委工作民主化、党内生活民主化与民主执政有机结合起来,从制度框架、体制设计、法制屏障到工作机制全方位地予以推进。
