The modern war is a war under high-tech conditions. The military power is pursuing an unequal way of fighting. They emphasize the comprehensive utilization of technological superiority. Therefore, it is often the first step in launching the war through large-scale electronic warfare. Large-scale strategic air strikes disrupt each other’s sensing system, strike each other’s important targets, destroy each other’s command and control system, weaken each other’s potential for war, and shock and disrupt each other’s will to achieve their political ends. Since March this year, NATO has been trying to shock and disrupt the Yugoslav government through air strikes so as to achieve its political and military goals.
