面对我国各地房价虚高并持续增长的状况,经济学按市场规律给出了很多解释和方案,国家也对房地产市场进行收缩和规划,可收效甚微。在吸取国外的城市发展和房地产开发的经验后,还应认识到房价之所以循环上涨,根本原因就是城市结构功能不合理,缺少有竞争力的有效土地区位供给。要形成一个健康发展的房地产市场必须将市场规划、城市结构功能调整和低收入人群住房保障三者结合起来。
In the face of the situation of the real estate prices in our country being high and increasing constantly, economics provides a lot of explanations and solutions according to market rules. The state also contracts and plans the real estate market with little effect. After absorbing the experience of urban development and real estate development in other countries, we should also realize that the reason why housing prices rise cyclically is that the urban structure is irrational and there is a lack of supply of competitive and effective land. To form a healthy development of the real estate market must be market planning, structural adjustment of urban functions and housing security for low-income people combined.
