Flutter in machining is a very detrimental phenomenon. Therefore, improving the dynamic stability of the machine tool and avoiding and suppressing chatter is an important issue when designing, manufacturing and using the machine tool. Change to chip breaking method (see the first issue of 1982), the reliability of chip breaking free from cutting conditions, cutting shape and size to facilitate control, tool durability can be increased. However, the use of variable chip breaking devices on the machine tool is equivalent to imposing a forced vibration source during the cutting process. Does this vibration source cause or exacerbate the chattering of the machine? This is a common concern. In order to answer this question, we give change to cutting and leveling
