党的十四届三中全会审议通过了《中共中央关于建立社会主义市场经济体制若干问题的决定》,为深化改革和加快改革设计了总体框架和行动纲领。《决定》不仅是改革既定目标的进一步具体化,并且在很多重要环节上有重大突破。特别是对整个改革的中心环节——国有企业的改革,提出了建立现代企业制度和实行股份化、公司化,人们认为,使这一难题找到了正确答案。这里所说的国有企业,一般是指工业企业。其实也适用于商业企业,不然的话,国有商业企业将走向何方?
The Third Plenary Session of the 14th CPC Central Committee reviewed and adopted the “Decision of the Central Committee of the CPC on Several Issues Concerning the Establishment of a Socialist Market Economic System,” and designed an overall framework and a program of action for deepening reforms and accelerating reforms. The “Decision” is not only a further embodiment of the set goals, but also has major breakthroughs in many important aspects.
