总督明代初期,为了用兵征战,朝廷派出部院官总督军务,兵罢即废止。到成化五年(1469年),明朝在镇压瑶族和汉族农民起义时,开始专设两广总督。后来逐渐在各地区任命了总督,使之成为固定的官职。从清代开始,正式把总督作为各地区的最高长官,统管一省或数省的政治、军事,为正二品官;如果加有尚书衔者,则为从一品官。
Governor In the early Ming Dynasty, in order to march with troops, the court sent a military governor of the Ministry of the Central Military Commission, the soldiers strike is abolished. Later, the governor was gradually appointed in various regions to make it a regular official post. From the beginning of the Qing Dynasty, the Governor was officially appointed as the top governor of all regions and he was in charge of political and military affairs in one or several provinces.
