“中華人民共和国懲治反革命條例”已經中央人民政府委員会第十一次會議通過。這個條例的實施,將使我國人民民主專政大大的鞏固起來。大家已經看到。為中國人民所根本打敗了的反革命势力,並不甘心死亡。潛伏在我国大陸的土匪、特務、惡霸、反动的會道門和其他反革命分子,還在千方百計地進行反革命活動。这些反革命分子还在夢想看美国帝国主義和蔣介石殘餘匪幫來来“反攻大陸”。他們還在搶劫殺人,破壞生產,甚至進行所谓“大陸游擊”。这種猖狂的反革命活動,是任何一个革命的人民所决不能容忍的。镇壓反革命,這不是什么一种权宜的措施,而是人民民主國家所必須對人民負責完成的根本政治任務。毛澤東同志在解釋人民民主專政的任務时说:“人民……在工人階級及共產党的领导之下,团結起來,組成自己的国家,选举自己的政府向着帝国主义的走狗即地主階和官僚资产階级以及代表这些階级的国民党反动派及其帮兇们实行专政,实行独裁,压迫
