在我国医疗卫生体制不断改革的形势推动下,作为医疗卫生事业中起主导作用的大型公立医院,如何把握医疗卫生资源,站在“政府-医院-患者”等多方层面,探索改善“看病难”问题,开展跨地区合作的研究、谋求各方的共赢,提出切实可行的建议和对策,是医院管理者关注的焦点问题之一。大型公立医院的发展,除了依靠政府加大医疗卫生投入和调整医疗卫生政策外,实施大医院与基层医院之间的“双向转诊”合作,不失为一个低成本、行之有效的解决办法,也是协调当前医疗卫生资源配置欠均衡合理的一种过渡模式,而由此引出的:如何建立“双向转诊”合作的问题就是解决该焦点问题的切入点。国内多数医院的双向转诊,尚未站在解决群众“看
