运用法律手段管理特区经济的必要性经济管理通常有行政、经济和法律三种手段。行政手段是指国家行政部门依靠行政领导机构的权威,用行政命令的方法按照行政系统来组织和指挥经济活动。经济手段是指政府运用价格、信贷、税收、劳动工资、奖金等经济杠杆,按客观经济规律要求来管理经济。法律手段是指国家通过制定、实施法律来管理经济。这三种手段各有其基本特征和基本功能。它们既不能相互代替,也不能相互排斥,它们三者相互补充共同发挥管
The necessity of using legal means to manage the economy of the SEZs There are usually three administrative, economic and legal means of economic management. Administrative means refers to the state administrative department relies on the authority of the administrative leading agency to organize and direct economic activities in accordance with the administrative system by means of administrative orders. Economic means means that the government uses economic levers such as price, credit, tax, labor wages and bonuses to manage the economy in accordance with the requirements of objective economic laws. Legal means refers to the state through the formulation and implementation of laws to manage the economy. Each of these three measures has its own basic characteristics and basic functions. They can neither replace each other, nor mutually exclusive, they complement each other to play together
