历尽艰辛十五载,中国终于加入了WTO,但签订协议只是一种形式,要真正融入世界经济主流,在国际竞争中取得主动地位,当务之急应是普及“规则意识”。入世后,国人们有的充满憧憬,以为机遇就在眼前;有的顾虑重重,担心国内产业从此一败涂地。乐观也好,忧愁也罢,都进一步说明了我们还很不熟悉、很不了解WTO的游戏规则,正如中国首席谈判代表龙永图所说,中国入世的最大风险是对游戏规则的无知。特别是普遍缺乏起码的“规则意识”,导致残留在国人脑子里的两种思维方式非常值得警惕。
After 16 years of hardships, China has finally acceded to the WTO. However, the signing of the agreement is only a form. To truly integrate itself into the mainstream of the global economy and obtain the initiative in international competition, the top priority should be to popularize the “rules of consciousness.” After China’s accession to the WTO, some people in China are full of longing for the opportunity to behold. Some are worried about the failure of the domestic industry. Optimism or sadness all further explain that we are still not very familiar with the WTO rules of the game. As China’s chief negotiator Long Yongtu said, the biggest risk to China’s accession to the WTO is its ignorance of the rules of the game. In particular, there is a general lack of a minimum of “rule awareness,” which leads to two ways of thinking that remain in the minds of Chinese people.
