1993年11月20日,在美国西雅图的布莱克岛上,时任美国总统克林顿主持召开了首次 APEC 领导人会议。会议决定于1994年开始召开APEC 财长会议,就地区宏观经济、财政及金融问题进行磋商并交换意见,从此 APEC 财长会议这一机制开始运作。参加 APEC 财长会的成员包括21个成员体的财政部长、财政和央行副手及其他官员、国际货币基金组织总裁、世界银行、亚洲开发银行的行长或高层代表、国际证监委组织(IOSCO)、国际清算银行(BIS)、太平洋经济合作理事会(PECC)、亚太工商咨询理事会(ABAC)、亚太金融家小组(AFG)等组织的负责人或高层代表、一些国际性的商业银行、投资银行的高层负责人和世界主要新闻机构的新闻记者。
On November 20, 1993, on the island of Black Island in Seattle, the then-U.S. President Bill Clinton presided over the first APEC summit. The meeting decided to hold an APEC finance ministers ’meeting in 1994 to hold consultations and exchange views on regional macroeconomic, financial and financial issues.
