每年“两会”前后,预算公开问题都备受瞩目。今年“两会”之前,财政部下发了《关于深入推进基层财政专项支出预算公开的意见》(简称《意见》),《意见》公布了基层财政专项支出预算公开的重点范围,并明确指出,按照“谁分配、谁公开,分配到哪里、公开到哪里”的原则,财政部门负责公开由财政部门直接安排到人(户)到项目的财政专项支出资金;其他部门负责公开由其分配到人(户)到项目的财政专项支出资金。财政部这一新的动作又将预算公开进程向前推了一步。
