高等学校图书馆是为教学和科研服务的学术性机构,它的性质决定了高校图书馆应有一支多学科、多层次、结构合理、又红又专的专业队伍。《普通高等学校图书馆规程》(以下简称《规程》)第二十五条明确规定:“高等学校应加强图书馆的专业队伍建设,按照合理的结构比例,有计划地配备包括图书馆学、情报学、外语、古汉语和校内主要学科的专业人员。专业人员应具有中专(高中)毕业以上文化程度,其中大专以上文化程度的应逐步达到60%以上”。高校图书馆应以此规定为依据来配备一定数量和质量的干部。因为图书馆员是图书馆工作的灵魂,是教学科研的前期劳动者,图书馆员的素质直接影响着为教学科研服务的质量。但目前我国高校图书馆队伍的现状,离《规程》的要求还有距离,
The university library is an academic institution that serves teaching and scientific research. Article 25 of the Rules for Ordinary Colleges and Universities’ Libraries (hereinafter referred to as the “Rules”) clearly stipulates: “Institutions of higher learning should strengthen the construction of the professional ranks of the libraries and systematically equip them with libraries including library science, Information science, foreign languages, ancient Chinese and major disciplines within the school.Professors should have secondary school (high school) graduated or above, of which more than college education should be gradually reached more than 60%. University libraries should be based on this provision to provide a certain number and quality of cadres. Because librarians are the soul of the library work, is the pre-work teaching and research workers, the quality of librarians directly affect the quality of teaching and research services. However, at present, the status quo of university library teams in our country is far away from the requirements of the ”rules"
