《编制说明》的作用在于充分论证标准制订的科学性、先进性、合理性、可行性及相关协调性。简言之,就是回答标准草案能否成立。这也是保证标准编写质量和顺利审查的重要前提。 笔者认为,审查标准文本时,首先应对标准的《编制说明》内容进行审查。但以往的标准审查会却往往忽略了这一点。会上,标准起草人一般只是寥寥数语,仅是把编制标准的过程简述一下,当作履行手续,而没有真正讲清起草标准主要内容的论据,致使与会人员不掌
