六十年来,党在高校逐步形成了以民主集中制为核心,以党的组织体制和运行机制为基础,各项具体制度相互配套的制度体系。在这个过程中也积累了丰富的经验,一是必须与时俱进,坚持用发展着的马克思主义为指导,以理论创新推动高校党的制度创新。二是必须立足实际,研究新情况,解决新问题,以改革创新的精神推进高校党的制度建设。三是必须把制度、体制和机制的建设有机统一起来,切实加强和完善高校党的制度体系建设。四是必须紧紧围绕高校的发展大局,始终把培养社会主义事业合格建设者和可靠接班人作为高校党的制度建设的立足点。五是必须坚持和改善党的领导,始终把党的执政能力建设和先进性建设作为高校党的制度建设的切入点。六是必须正确处理好改革、发展和稳定的关系,以确保高校党的制度建设在和谐有序的环境中进行。
In the past 60 years, the party has gradually formed a system of institutions in which the specific systems complement each other with the core of democratic centralism and the party’s organizational structure and operating mechanism as the foundation. In this process, we have also accumulated rich experience. First, we must keep pace with the times, insist on using the developing Marxism as a guide, and promote theoretical innovation of the party system in colleges and universities. Second, we must base ourselves on reality, study new situations and solve new problems, and promote the party system in higher education institutions in the spirit of reform and innovation. Third, we must organically unify the construction of systems, systems and mechanisms and conscientiously strengthen and improve the institutional construction of the party system in colleges and universities. Fourth, we must closely focus on the overall development of colleges and universities and always take the training of qualified builders and reliable successors of the socialist cause as the starting point for the party system in higher education institutions. Fifth, we must uphold and improve the leadership of the party and always take the building of the party’s ability to govern and the progressiveness as the starting point for the building of the party’s system in colleges and universities. Sixthly, we must correctly handle the relations between reform, development and stability so as to ensure that the party system in colleges and universities is being built in a harmonious and orderly environment.
