宜宾县是省委、省政府确定的全省综合体制改革试点县。在企业改革的同时,县委制定了《关于加强股份制企业党的工作的试行意见》,使全县企业党的建设和企业改革同步落实,做到了同步研究、同步安排、同步实施,发挥了企业党组织的政治核心作用,为企业的顺利改革、稳步发展提供了组织保证。全县国有企业改制后共设党委8个、总支5个、支部130个。
