以往在水管理战略地区间转移方面的失败表明,需要发展一种新的、能解决各种形式缺水的并以水土之间这一重要关系为基础的水管理战略。首先要承认人类因人口的迅速增加而被迫利用环境,以达到自力更生。因此必须在不危及长期生产力的前提下建立期望获得的利益与对资源不可避免的作用之间的平衡。一个重要的观念是要对水土资源进行环境优良的管理。本文特别强调在解三维问题的矩阵中,不同气候区域间的差别。
Past failures in the transfer of strategic water management strategies have shown the need to develop a new water management strategy that addresses all forms of water scarcity and is based on this crucial relationship between soil and water. First of all, we must recognize that mankind has been forced to make use of the environment because of the rapid population growth so as to achieve self-reliance. Therefore, the balance between the benefits to be expected and the inevitable effects on resources must be established without jeopardizing long-term productivity. An important concept is to carry out good environmental management of water and soil resources. This paper places special emphasis on the differences between different climatic regions in solving matrixes of three-dimensional problems.
