In order to adapt postal communications to the needs of the development of commodity economy and improve the theoretical and working ability of postal management cadres, the first postal training course was held in Shijiazhuang Post and Telecommunication College from October 31 to November 22, 1988. 38 professional managers from 31 units in nine provinces, cities and districts participated in the study. This training course was conducted by Associate Professor Cai Shu-Sol at Bei Post. Professor Ji Yixian, professor of postal management decision making, gave a lecture entitled “Public Relations” and Chen Jizhen, Deputy Director of Training Department of Stone School
