本世纪初启动实施的国库集中支付制度改革,是我国改革开放以来,对预算管理制度进行的一次根本性重大变革,被称为一场“财政革命”。全面推进国库集中支付制度改革,是市场经济条件下实行公共财政的必然选择。经过各方面十余年的努力,这项改革已经取得决定性进展和重大历史性成就,具有重要的政治和经济意义。对此,本文拟从对国库集中支付制度改革的认识以及深化改革的措施来探讨进一步推进国库集中支付制度改革。
Since the reform and opening up of our country, the reform of central treasury centralized payment system started and implemented in the beginning of this century has been a fundamental and significant change in the budget management system and is called a “fiscal revolution.” To promote the reform of centralized treasury payment system in an all-round way is the inevitable choice of implementing public finance under the condition of market economy. After more than 10 years of hard work in all fields, this reform has made decisive progress and major historic achievements, which have important political and economic significance.
