财政支农不仅是国家宏观调控的重要组成部分,也是国家“三农”治理的重要政策工具,更是财政管理体制改革的重要突破口。所以,财政支农管理体制改革是否到位,既直接关系到国家财政支农工作成效和财政支农的职能发挥,也关系到我国农业治理体系和农业治理能力现代化的能否实现。本报告立足于我国国情和农业现代化发展以及财政支农现状,研究如何通过全面深化财政支农资金管理体制机制改革,调整完善财政支农政策和创新财政支农投入机制,提高财政支农资金使用效益,以加快实现我国农业现代化。
Financial support for agriculture is not only an important component of the state’s macro-control but also an important policy tool for the governance of the country. It is also an important breakthrough in the reform of the fiscal management system. Therefore, whether the reform of financial supportive agriculture system is in place is not only directly related to the effectiveness of state financial support for agriculture and the function of financial support for agriculture, but also the realization of the modernization of agricultural governance system and agricultural governance in our country.
