一.现代社会的组织结构及其功能分工如果我们把个人和家庭出为自然个体成员,而不作为社会人为组织的活,那么就社会人为组织而言,笔者认为,社会组织结约及其各自功能大效应由以下五个方面组成.1.政府.政府在现代社会功能如何呢?概括地讲,政府的功能在于组织公民民主地进行公共决策并将公共权力机关的公共决策贯彻执行下去.公共决策范围限于如下几个方面:第一,制定社会的行为规则并贯彻执行.让其成员循规蹈距地行动,避免行为冲突;第二,提供公共物品.这类物品具有消费上的非竞争性,市场难以有效供应.所以由政策提供;第三,清除外部影响.即有些社会行为不是直接设计为危害他人的.但是却作为副作用危害他人.称之为外部负影响,如环境污员;第四.组护社会公平与正义;第五.进行特田管制,对于自然垄断行业,即技术上要求大规模独家经营的行业,由政府管制其独家垄断经营.原获规模经济效益,又能使民众分享这一好处;第六,进行宏观调控,防止宏观经济运行的大起大落.保持宏观经济的持缤稳定发展.政府须代表全社会经营国有资本.
