社区治理创新的核心问题是培育社会组织,开放社区服务,构建社会组织、社区和社工人员组团发展的新型合作伙伴关系,从而有效配置专业资源,提高社区服务的效率和质量。基于上述认识,2013年,在北京市民政局、朝阳区农委的支持下,朝阳区东风地区办事处与北京市协作者社会工作发展中心联合开展“三社联动”试点项目,目的是提升东风地区社区专业服务水平,进而为全市社会治理创新探索可供借鉴的专业路径与样本经验。在试点工作中,社区社会组织的培育是一项至关重要的内容。
The core issue of community governance innovation is fostering social organizations, opening up community services, and building a new type of partnership for the development of social organizations, communities and social workers to effectively allocate professional resources and improve the efficiency and quality of community services. Based on the above understanding, in 2013, with the support of Beijing Municipal Civil Affairs Bureau and Chaoyang District Agriculture Commission, the Dongfeng District Office of Chaoyang District and the Beijing Municipal Center for Social Work Development collaborated with the “Three Sectors Linkage” pilot project Enhance the level of community professional services in the Dongfeng area, and then explore the professional pathways and sample experiences that can be borrowed for the innovation of the city’s social governance. In the pilot work, the cultivation of community social organizations is a crucial element.
