加强农村基层民主建设,是当前我国建立市场经济体制条件下,深化农村改革的重要内容。对于加强农村基层党组织建设,促进农村干部队伍廉洁,保持社会稳定,密切干群关系,调动农民投身两个文明建设的积极性,加快小康建设步伐,都具有重要的现实意义。一、当前农村基层民主建设存在的主要问题一是在一些农村基层党支部工作中,民主建设摆不上位,民主制度不落实。农村的党员议事会、村民代表议事会、报告工作等制度,形同虚设。群众参政议政,当家做主的权利被忽视,投身两个文明建设的积极性受到压抑。使基层党支部的各项工作得不到群众真心实意地拥护和支持,增加了工作难度。二是个别党支部主要领导民主意识淡薄、家长
