在我国,衡量和评价一个地区自然科学研究领域的基础研究实力可以用承担国家自然科学基金数量,发表学术论文数量及被检索情况作为其中的主要指标,通过比较,确定位次。通过研究与发展投入的论文引文生产效益,可以看出基础研究的质量和水平。通过这些,在科教兴省的战略实施中引出思考。 一、吉林省自然科学基础研究的实力及分析 本文通过从1991年以来,吉林省高校和科研单位承担国家自然科学基金经费数及其在全国位次;发表论文被美国三大检索系统收录数及其在全国位次;在国内外重要期刊发表论文数及其在全国位次,来分析吉林省基础研究的实力。 1.承担国家自然科学基金经费的情况统计分析
