区域低碳发展能力是衡量一个区域低碳发展程度的基本标志,关系区域发展低碳经济的效果。针对我国区域发展低碳经济的现状,结合低碳经济评价指标体系的研究进展,文章提出了区域低碳发展能力的概念,并运用层次分析法、德菲尔法等方法,构建了一套含有三个二级指标、17个三级指标的区域低碳发展能力评价指标体系。文章认为进行区域低碳发展能力的比较研究,可以为我国各级政府制定低碳发展政策提供参考,有助于提高政策制定的针对性,有利于控制区域空气质量。文章以湖北与湖南为样本,开展了实证分析,提出了湖北和湖南提升区域低碳发展能力的对策思路。
Regional low-carbon development capacity is a measure of a regional low-carbon development level of the basic signs of regional development of low-carbon economy effect. In view of the present situation of developing low-carbon economy in our region and the research progress of low-carbon economy evaluation index system, the article puts forward the concept of regional low-carbon development ability. By using the methods of AHP and Defert, Three second-level indicators, 17 third-level indicators of regional low-carbon development capability evaluation index system. The article holds that a comparative study on the ability of regional low-carbon development can provide reference for all levels of Chinese government to formulate low-carbon development policies, which can help to improve the pertinence of policy formulation and control the regional air quality. The article takes Hubei and Hunan as samples, conducts an empirical analysis and puts forward the countermeasures of promoting the regional low-carbon development ability in Hubei and Hunan.
