2014年,金华市委提出了“千古风流,信义金华”的建设“信义金华”新命题,并在2015年的政府工作报告中重点提出要推进“信义金华”建设,倡导契约精神,弘扬公序良俗,构建以企业信用为重点的社会诚信体系。作为社会经济发展的重要组成以及运营单位,数量庞大的中小企业是支撑社会转型发展的中坚力量,也是以“信义金华”为核心价值的精神文明建设的关键。但在现阶段,污染环境、逃避税收、财务欺诈、拖欠工资等现象还比较突出,引发了诸如生态环境、劳资关系、消费关系不和谐等一系列的社会问题。本文借助“信义金华”核心理论,以金华区域内的百余中小企业为样本,分析和寻求企业社会责任培养及实现路径,提升中小企业的企业社会责任的建设实效,将区域社会建设成民主法治、公平正义、诚信友爱、充满活力、安定有序,人与自然和谐相处的和谐社会。
In 2014, Jinhua Municipal Party Committee put forward a new proposition for the construction of “Eternal Efforts, Xinyi Jinhua” and “Lutheran Jinhua”. In the 2015 government work report, it was put forward that it is necessary to promote the construction of “Lutheran Jinhua” and promote the contract Spirit, promote public order and customs, and build a social credit system focusing on corporate credit. As an important component of social and economic development as well as an operating unit and a large number of SMEs, it is the backbone for supporting the social transformation and development and the key to building a spiritual civilization based on “Xinyi Jinhua ”. However, at this stage, such phenomena as pollution of the environment, tax evasion, financial fraud and wage default are still quite prominent, triggering a series of social problems such as ecological environment, labor-capital relations, and discordary consumer relations. Based on the core theory of “Xinyi Jinhua ”, this paper takes more than a hundred SMEs in Jinhua as samples, analyzes and seeks to cultivate and realize the path of corporate social responsibility, enhances the construction effect of SMEs’ corporate social responsibility, builds the regional society into Democratic rule of law, fairness and justice, honesty and fraternity, vibrant, stable and orderly, harmonious coexistence between man and nature.
